I had a horrid time once with a system I built when the voltage was being set to 1.8V instead of 2.0V. If you cannot find it in your bios, upd8 the bios. Yes, try and remove all possible USB devices, leave the USB Keyboard + Mouse that you have connected (keep it connected). Please try again.
