After all of that I then of course had to implement GWX Control Panel to get rid of the Windows 10 garbage I got due to the automatic download mode. Download and install KB3153199 then do a manual update. Tried turning off windows defender. In Windows 10 you're at the mercy of Microsoft's schedule, unless you know hidden settings and tweaks. I haven't read through the documentation to see exactly which files these affect, but imagine I wouldn't be able to figure out what the problem was anyway. I've had this problem fora while. The Windows registry is a central repository (database) for storing configuration data, user settings and machine-dependent settings, and options for the operating system. Also the defragging of the database with esentutl as posted by other users could improve the behaviour, although for a new installation really should not be an issue.
